Website to buy specific people's info, was up around 10 years ago but haven't been able to find it since

Around 2013/2014 there was site where one could go and search the name/ DOB of the person they were looking for and buy all the info like Acc Numbers, CCs, DCs Address, security question answers and whatnot for $1-$5 for most people
Anyone know the site I'm looking for or know if there's something similar?
Or PM me and we can chat about why I'm looking so hard to find it and maybe you can help find the person in question
